For handsome electoral dividends, the political parties in USA should contest 2018 Congress and other elections on the issue of IPPs (ii)- If USA does not work for launching IPPs registered at UN, it will be too late (iii)-'International Party of USA' (IPUSA) should first target India for SEAARC (iv)- After SEAARC, the IPUSA can extend to NAME region (v)- USA need not be afraid of IPPs of other countries entering USA
Due to unprecedented advance in modern science & technology of the last ~ 500 years [brought-about by Europeans (and USA) from where USA originated] and especially of information-technology (brought-about mainly by USA), whether some people like it or not the globalization is inevitable. But without 'International Political Parties' (IPPs) registered at United Nations (UN) and without global currency [which Dollar, with proper asset back-up, can easily become by having headquarter of its Central-Bank at UN in New York (or at any other place in USA) and its branches in every member country of UN] the globalization is impossible.
The present policy of Trump-administration which tantamount to 'isolationism' is self-defeating and it has been resorted to by Prez Trump because USA has not tried to launch IPPs. These IPPs are otherwise also necessary because (a)- People in Asia and more so in Africa are unable to manage their affairs politically in a democracy and (b)- USA being leading economic power, having business interests all over the world, cannot remain top-class world power unless the world is politically managed in a proper manner.
Therefore, USA being the leader of free-world should mobilize United Nations (UN) to launch the practice of IPPs registered at UN so that transition to Globalization can be smooth. The International Party of USA (IPUSA, can be existing political parties or newly launched in USA) based upon democracy, secularism, rule-of law, party-democracy, human-rights-friendly, socialism, globalization and federalism, which when registered at UN for international operations, should first operate in India (the democracy of ~ 1.32 billion people) and should work in India for recovering $ ~ 15 Trillion from Income-Tax as mentioned also at https://timesofindia.indiatimes.com/business/india-business/Prominent-people-hiding-taxable-income-Jaitley/articleshow/51408323.cms and http://www.newsnation.in/article/121125-news-nation-disclosure-on-blackmoney-kharabpati-farmers-take-agriculture-route-t.html (which presently India is not recovering due to corruption and these ~ 1 million tax-evaders being politically powerful) and which when recovered can convert India into a top class world power, economically and militarily.
The IPUSA should demand recovery of this $ ~ 15 trillion by way of demonstrations at States and District headquarters of India which will bring party members in huge numbers to IPUSA from all across India. The IPUSA after thus transforming India (with the help of $ ~ 15 Trillion) can go for not only Federation of SAARC countries but even for South East Asia Federation (SEAARC). After SEAARC later-on the IPUSA can extend to NAME ('North Africa and Middle East') region which (despite military presence of USA in this region) is weeping and bleeding profusely and needs succor.
The existing or newly launched political parties in USA if contest US Congress Election 2018 and other elections by declaring that when they will come to power in USA (and also in opposition as pressure group) they will work for IPPs registered at UN then this is bound to bring handsome electoral dividends to these (to be IPUSA) parties of USA.
India is going to be the extremely important & crucial country for these IPUSA to enter (before IPUSA enter into other countries of SAARC and East Asian countries) because it will effectively pave the way not only for the realization of Federation of South Asian Countries, the SAARC [which will also solve gory & chronic Kashmir problem between two nuclear and hostile (to each other) countries India and Pakistan] but will also usher into Federation of the SEAARC (in which East Asia Countries will also be included and which will solve the headache of USA which it gets due to threat of China to US allies in East Asia / Pacific).
Because India is so important for IPUSA, little elaboration of secularism, rule-of law etc in the context of India is given below: -
(1)- For protecting secularism, human-rights, rule-of-law etc in India the IPUSA should file following writ petitions in Supreme Court of India (SCI) about: -
(i)- (Even before any judgment in title suit pending with SCI), legally expected restoration of Status-quo-ante of Babri Masjid which was demolished in 1992 in the presence of Observer of SCI also with a prayer that SCI should direct Government of India (GOI) to be ready to requisition UNPKF in case Hindutva forces create law & order problem all across the country (if security forces of India can go in other countries for maintaining peace though UNPKF then security forces of other countries can also come in India for maintaining peace through UNPKF).
(ii)- Getting entire process of discriminatory NRC in Assam dropped / quashed under Article 13 & 14 of the Constitution because (A)- NRC is made only for Assam (and not for entire India) which harasses mostly so-called infiltrators in Assam but not so, for so-called infiltrators in rest of India.(B)- NRC is made under unconstitutional Assam Accord 1985 (which discriminately grants citizenship rights to illegal migrants up-to 1971 in only Assam and not in other State). Hence the constitutional validity of Assam Accord has been challenged in SCI therefore before deciding this issue it is unconstitutional on the part of SCI to ask for the preparation of NRC in Assam (because if Assam Accord is struck down by SCI then NRC will become illegal and meaningless).( C)- NRC is being made with religious discrimination because ~ 20 million Hindus are illegal immigrants in all over India from Bangladesh and Pakistan but India is harassing mostly Muslim illegal immigrants in Assam [Government of India (out of communal discrimination, has already initiated to bring 'Citizenship Amendment Act' through Parliament where except Muslims all others, the Hindus, will be granted citizenship who came illegally from Pakistan, Bangladesh etc]
(iii)- For abolishing (because discriminatory against Muslims etc and favoring Hinduism in a secular India) all the laws related to cow protection, beef eating etc which are causing lynching of Muslims and 'Dalits' in India.
(iv)- Quashing of discriminatory (especially against Muslims) Reservation Policy which, in the name of backward castes, is giving reservations to also those castes of Hindus which once ruled in India.
(v)- Prompt justice at lesser cost. SCI should direct that High Courts under Article 227 of the Constitution should check every file which comes to it from subordinate Courts (District and Lower Courts in appeal, revision writ etc) whether presiding officer has granted adjournments unnecessarily with commensurate punishment to erring presiding officers of subordinate Courts. Moreover, SCI should order that along with full-fledged legal library government lodging and boarding facilities at nominal charge should be provided at all the seats of appellate Courts (under supervision of Bar Council of States and of India) for advocates coming from lower Courts so that cases in appellate Courts can be contested at much lesser cost.
(vi)- Constitutional obligation regarding public debt against security of consolidated funds under Article 292 & 293 and not under FRBM which is unconstitutionally promoting unethical unbridled usury (interest earning) and increasing public debt unconstitutionally. The SCI should further direct that all the public debts more than consolidated funds of governments of India and of all the States should be declared unconstitutional / illegal hence should be written-off.
(vii)- Regarding Delhi 1984 & Gujarat 2002 riots. SCI should demand responsibility of and punishment to executive magistrates and armed forces who failed in stopping these riots under sections 129, 130, 131 Cr.P.C. This petition will help to stop promptly and effectively any riots in future.
(2)- For ultimate protection of human-rights the IPUSA should demand that Optional protocol OP-1 of ICCPR at UN should be replaced with Mandatory Protocol MP-1 so that even the citizens of member countries can move UN, against erring countries, to protect their human rights.
(3)- But nothing will come out of all these unless IPUSA work in India on the basis of party-democracy. For this all the office-bearers of IPUSA (in councils which elect or nominate office-bearers in Executives, Committees etc) at every level should be elected by members (ordinary members with one vote and active members with more than vote) and their elected representatives. Moreover, in the interest of providing help & assistance to weaker sections of the society there should be no territorial office-bearer of IPUSA in India without office (with flag and banner) in related territory (like Primary, City / Town, District, Division, State, Region, Nation).
(4)- Federalism will mean that all civilian subjects (including natural resources) will be with States and only martial subjects like defense, foreign affairs, currency, communication, national transports etc will be with union of India. Even railways will be National and State (which will solve the problems of horrible over-crowding in railways and lack of railways in remote areas).
(5)- Socialism is joint-capitalism where like private-capital the State or sovereign-capital (like recoverable $ ~ 15 trillion from Income-tax) will also be deployed PROFITABLY especially in the service of the human-rights of the people including for removing unemployment and for providing easy 'roti' (food), 'kapada' (clothes), 'makan' (housing), 'chikitsa' (health-care) and 'shiksha' (education).
(6)- IPUSA should demand for India that while keeping English as second language the Hindi (with Devnagri script) should be made working language (including in allopathic medicine, engineering etc) in Hindi speaking and Devnagri variant script States (which comprises of ~ 950 million Indians) because no country can progress without working in its mother tongue. Regarding other (non-Hindi & non-Devnagri variant script) States of India it can be left to them to decide this matter.
If China can become noticeable world power with originally only $ ~ 5 trillion surplus State-capital then what IPUSA can make India (and ultimately SAARC / SEAARC) with $ ~ 15 Trillion State capital, is any body's guess. It is hoped that as the leader of the free-world and in its own interest the USA will come out of its shell and will play an important role all across the world through IPUSA as mentioned above, so that the entire mankind may usher into human-rights-friendly, peaceful and prosperous world.
