NPP questions UN Secretary statement on J&K

New Delhi: September 29, 2018. (PCP) Prof.Bhim Singh, Chief Patron of J&K National Panthers Party, former Member of National Integration Council of India & 15 years legislator in J&K Legislature reacting strongly on the totally false and negative statement of Pakistan’s Foreign Minister, Shah Mehmood Qureshi saying that so-called Kashmir conflict with India must be resolved on the wishes of local people. He also made the same representation to the Secretary-General of the United Nations Mr. Antonio Guteress, last evening at the UN Headquarters, New York who too failed to response to the facts and the situation in the State of J&K which is an integral part of the Union of India. The Ruler of J&K, Maharaja Hari Singh had acceded to the Union of India on October 26, 1947 the way other 575 rulers of other states had acceded in accordance with the law laid down by the British Parliament at that time in respect of all the ruling units in British ruled India.

The surprise which deserves to be noticed that for the Govt. of Pakistan which became a party when it invaded the State of J&K on October 1947. The United Nations ordered ceasefire on January 1948 and a positive resolution was dictated by United Nations Commission for India-Pakistan (UNCIP) on August 13, 1948. This resolution was dictated by the Security Council of the United Nations and agreed by both Pakistan and India. This resolution dealt against the Pakistan invasion of J&K State on October 1947. The UN Resolution was passed at a time when Pakistan had forcibly occupied about 13000 sq. kms.of area which Pakistan calls as ‘Azad Kashmir’ bringing from Mirpur to Muzaffrabad—entire Dogri-Punjabi speaking belt. When this resolution was passed by the UNCIP on that day Gilgit-Baltistan region was an integral part working with State of J&K under Maharaja Hari Singh. This area Pakistan forcibly occupied by illegal aggression after the UNCIP resolution. Gilgit was illegally occupied by Pakistan on November 16, 1948 after the UN Resolution directing Pakistan to vacate all occupied territories from Mirpur to Muzaffrabad. Gilgit-Baltistan (Northern Areas) was captured forcibly and in violation of UNCIP resolution by Pakistan as stated above on November 16, 1948. This was the first major violation of UN resolution of August 13, 1948. This message was conveyed forcibly with logic and high appreciation by Shri V.K. Krishnamenon at the UN General Assembly in 1957 which Pakistan could not reply/failed to reply.

The UNCIP resolution dated August 13, 1948 had directed Pakistan to withdraw all its occupation forces from all areas of J&K which were occupied by Pakistan before January 1, 1948. The UNCIP resolution authorized the Govt. of J&K at that time headed by the Maharaja of J&K to set up a referendum commission to hold referendum in the entire State of J&K including entire area of 84,000 sq.miles of territory of J&K including Gilgit and other northern areas. It was affirmed by Pakistan that it shall withdraw all its forces/military from the occupied areas which were under the control of Pakistan on that day. The military observers were also appointed under the authority of the UN Commission. Pakistan committed the first violation by invading Gilgit-Baltistan, arresting its Governor, Brig. Ghansara Singh in November 1958. Pakistan aggression was exposed to the whole world by India’s representative Shri V.K. Krishnamenon before UN in 1957.

Pakistan committed another blunder by invading J&K via Poonch sector in 1965. The UN again intervene to ensure ceasefire but utterly failed to force Pakistan to implement UN Resolution and vacate all territories of J&K. Pakistan occupied before the UN resolution and after the UN resolution. Pakistan again invaded India to Kargil. Everything stands on record that Pakistan continuously invaded J&K several times and now Pakistan has resorted to infiltrating armed youth loaded with heavy weapons into Kashmir thus continuous to violate the UN resolutions which were mandatory and compulsory. NPP Supremo wondered why the present BJP headed government in New Delhi has been keeping silent about the Pakistan’s violating international law and the UN directions.

Prof.Bhim Singh called on President of India to exercise his special powers vested in him under the command of Article 370 of the Indian Constitution and call an urgent meeting of the representatives of all political parties operating in J&K. He also felt surprise on the death silence of the Indian representatives in the UN to speak on the facts and on the utter violation of Pakistan on Pakistan’s criminal record violating the UN directions and resolutions vis-à-vis J&K. He declared that J&K National Panthers Party shall depute a special delegation to the UN to raise this issue in the General Assembly of the UN as Prof.Bhim Singh has done earlier also several times by intervening on the issue before NGOs dealing with international peace and security at the UN Hqrs. at New York.
