HRFP demands implementation of 5% quota for minorities on high court orders


Lahore: June 12, 2018. (PCP) Human Rights Focus Pakistan (HRFP) demands for the implementations of Lahore High Court orders in response of recent HRFP’s writ petitions of cases; 1). 5% job quota implementations issue in police constables vacancies, 2). Pensions of retired sanitary workers issue. Naveed Walter president of Human Rights Focus Pakistan (HRFP) shared with media that in March 2018, HRFP submitted a petition in Lahore High Court through Akash Masih, Shamrose and Nazm Masih on issue of Police Constables jobs for district Faisalabad under 5% quota reserved for minority candidates as mentioned in advertisement and the applicants including Akash , Shamrose and Nazm came on merit. They applied for jobs after passing all procedure of applications but intentionally the police department is not filling the 47 seats out of 55 and only 8 seats are filled until the date. Even the Lahore High Court has ordered to City Police Officer (CPO), Faisalabad on 29th March 2018 to resolve the issue within a month but still the 47 seats are vacant and the seats are not given to minority candidates. Naveed Walter president HRFP with applicants met with the concerned police departments for multiple times but even after a month passed to court verdict, a relief is not given to applicants. In issue of Pensions of retired sanitary workers where the 90% are Christians out of 2500+, the court ordered on May 10, 2018 to Commissioner Faisalabad to pay the pensions to retired sanitary workers within a month including to main applicant pensioner Qadir Masih but the biased attitude and discriminatory behaviors of authorities is a main hurdle in release of pensions due to their majority as Christians. Naveed Walter said the task of court verdict implementations in both cases is another goal to achieve. He said , in 5% job quota issue, the police officials legally cannot fill the vacant seats of 47 minorities by Muslim candidates since the government of Punjab made amendment in 5% job quota rule with the notification issuing on 5th February 2015 which stated that “The vacancies reserved for minorities (Non-Muslims) for which qualified candidates are not available shall be carried forward and filled through appointment of person belonging to minorities(Non-Muslims)” as outcome of HRFP’s writ petition also in Lahore High Court in 2014, but the applicants alleged that some police officers has offered them seats against bribes and obeying them blindly. Regarding pensions issue, which are not released to pensioners since January 2018 until date while with HRFP’s support the Lahore High Court has ordered to Commissioner of Faisalabad to pay their pensions with concerned departments and as per their demands below; 1. Pensions’ should be released which are stopped since January 2018. 2. A date of sending pensions to pensioners by government authorities should be fixed and on regular basis. 3. The increment should not be only on basic pension amount but the allowances like medical allowance etc. also be included. 4. The Safety Equipment’s like gloves, masks and special equipment’s etc. must be provided them during their services otherwise the pensioners will suffer with diseases like asthma, skin allergies, heart problems, stomach disorders and hepatitis etc. 5. The procedure of filling pension form should be removed and the payment of pensions should be paid only by their attendance with their ID. Naveed Walter president HRFP, said further that in both issues, HRFP will continue their services and all support until the justice and whenever will be required, HRFP will submit the petitions in Supreme Court after contempt of court if the concerned departments will not obey the orders of Lahore High Court, he added more.
