NPP Supremo appeals to J&K political parties of Kashmir & Jammu to sit together


New Delhi: September 7, 2019. (PCP) Prof. Bhim Singh, Supremo of J&K National Panthers Party has urged the leadership of all political parties functioning in Kashmir province and Jammu to develop a system where they can sit together, discuss together and initiate a new scientific process to ensure enforcement of all fundamental rights in the entire state of J&K, as it is, today including Leh and Kargil.

NPP Supremo appealed to the angry leadership of opposition political parties in Kashmir and Jammu region to forget their old political rivalries and also forgo their desire to hold power for personal gains and self-promotions. He said the statements by some political parties who were in power for decades at different time do not convey the message of the people of Jammu and Kashmir and for the people of Jammu and Kashmir. The leadership of J&K particularly those who were enjoying power for decades with the blessings of Delhi have to understand the present situation and the political rising. The old era of constitutional monarchy which Article 35-A & Article 370 is gone. The politicians who ruled Jammu and Kashmir with blessings of Delhi have not understood or cared to understand the political and technical difference between Article 35-A & Article 370.

Article 35-A was applied/enforced by an Ordinance of the President of India in May 1954. This Presidential Order would not have survived beyond six months. This was political tragedy and a historic blunder that 35-A continued till 2019. A political blunder indeed. Article 35-A was brushed aside/deleted/quashed by the President of India this year and it was washed away on August 5, 2019 itself when the Presidential Order issued. This matter did not come before the Parliament nor legally it could have been brought before the Parliament on merit because it was a Presidential Order. Many politicians, mostly ex-ruling political hogs have been exploiting this issue without any substance. Article 35-A was removed the moment Presidential Order for its removal was signed on August 5, 2019 itself. Article 370 was temporary and an Act of Parliament. Article 370 was in fact amended by the Parliament, not completely erased/washed. Clause 370(1) is still present/in existence in the Constitution of India. Article 370 was temporary and it had lost all its credibility and substance in relation to the constitutional development in J&K for nearly 70 years. Article 370 has been changed/amended and its effects shall be carried on November 1, 2019 itself.

The political persons/intellectuals/parliamentarians have been urged to understand the subtle differences between Article 35 & Article 370. The political parties/politicians/intellectuals/thinkers should have freedom to express their mind/heart on the merit/demerit on the subject.

The third tragedy involved which majority of the people/Indian citizens residing in J&K have not shared well in Jammu and Kashmir is on the issue of demolishing the statehood of J&K which was founded by Maharaja Gulab Singh in 1846 after signing the Treaty of Amritsar with the East India Company which resulted into formation of the present State of J&K with Ladakh, Baltistan etc. The political leadership in the country and the intellectuals may do justice to Jammu and Kashmir if they try to appreciate the meaning and application of Article 35-A and temporary Article 370.

So far special status is concern that is another subject. Jammu and Kashmir can enjoy special status as such status is applicable to several states in the country including Assam, Uttarakhand, Meghalaya, Nagaland, Himachal Pradesh and others. The only blunder committed by Delhi Parliament was that special status of Jammu and Kashmir was abolished. However, this is important for all to understand that Prime Minister, Shri Narendra Modi himself has publicly announced that the status of J&K shall be for a temporary period.

The Prime Minister should hold a meeting of the representatives of all political parties operating in J&K without any delay. The President of India as well as Governor of J&K have been strongly urged to hold a meeting of the representatives of all political parties of J&K, a close door meeting may do good. The controversial statements coming from Jammu and Kashmir and other places regarding political affairs in J&K need to be checked without any delay. The people of J&K are wise enough to understand political meaning and logic of the Act of the Parliament on the reorganization of J&K. A joint meeting of political leadership of J&K from Kashmir, Jammu, Leh, Kargil is the need of the hour. A close door meeting. Leadership of J&K should be given an opportunity to express their mind in open and in the presence of all leadership of political parties. This is the need of the hour. Political gimmicks or communal or sectarian slogans shall do no good for anybody. This message shall give a very positive message to the people of occupied areas of J&K residing in POK, Gilgit & Baltistan also.
