In 2010, all Muslim political parties in parliament of Pakistan passed 18th amendment in constitution of Islamic Republic of Pakistan. In Section 16, this amendment substitutes Article 51, in which Clause 4, reads as "In addition to the number of seats referred to in clause (3), there shall be, in the National Assembly, ten seats reserved for non-Muslims". It further reads in Clause 6 as Sub clause C as "the constituency for all seats reserved for non-Muslims shall be the whole country"
The 18th Amendment in constitution, for Article 51, reads that it shall be substituted, and shall be deemed always to have been so substituted with effect from the 21st day of August, 2002, which means that from 1973 till 2002, word Non- Muslim was not used in article 51: Sure, word "Minorities" for Christians, Hindus, Sikhs, Parsi, Ahmadi and Lahori Ahmadi was used instead of Non-Muslims.
Before discussing it, lets define Muslim and Non-Muslims in light of religion and literary means. The literal definition of the word Muslim is “one who submits,” meaning one who submits to Allah, believing in Him and obeying His commandments or a follower of the religion of Islam while Non-muslim is someone who does not obey God according to The Qur'an or is Non-believer who does not believe in God at all or Has No Faith.
As per these definitions of Muslim and Non- Muslim it means that Muslims are only Believers in Pakistan while Non-Muslims are non-believer or in Islamic terms are "Kafirs" or "Infidels"
The Christianity is only true spiritual religion on globe with more than 2.3 billions followers having 20 million Christians in Pakistan. The Pakistani Christians always demanded to use word "Masihi" for them instead of "Isai" for their identity while it was declared by government of Pakistan that Christians may be called "Masihi". The word "Isai" is Quranic term used for Christians which was never appreciated by 20 million Pakistani Christians but instead of inserting word "Masihi" in 18th Amendment in constitution of Pakistan word "Non-Muslims" was added very surprisingly.
The three Christian selected members by Muslim political parties were present in National Assembly of Pakistan when 18th Amendment was adopted but non of them raise any point of order or objection or privilege motion against word Non-Muslim. Martyr Shahbaz Bhatti selected by ruling Pakistan People's Party PPP, Mr. Azeem selected by Pakistan Muslim League Nawaz Group PML (N) and Mr. Akram Gill selected by Pakistan Muslim League PML (Q) remained silent on floor and also outside house against calling Christians to be Non-Muslim.
The Muslim political parties who were signatory of 18th Amendment are: PPP, PML (N), PML (Q), ANP, MQM, JUI (F), PML (F), BP and all other muslim parties agreed to adopt word Non-Muslims instead of word Minorities.
Before exposing conspiracy of corrupt, dishonest and wicked Muslim political parties leaders, we must discuss more on history of word Non-Muslim in constitutional history of Pakistan.
In 1974, the National Assembly of Pakistan adopted resolution declaring Ahmadi Muslims as Non-Muslim. There were 5 million Ahmadi Muslims in Pakistan before formation of Pakistan in 1947. This Muslim community followed Mirza Gulam Ahmad as "Imam" or "Prophet" of Islam while Suuni Sect of Islam in Pakistan claimed that Prophet Muhammad is final prophet prophet in Islam and who do,t believe is infidel or Non-Muslim or Kafir. The violence broke out against Ahmadi Muslims in Pakistan and Sunni Muslim mob destroyed their homes and properties.
On which, The IV Amendment (Fourth Amendment) to the Constitution of Pakistan was passed on November 21, 1975, under the Government of Prime minister Zulfikar Ali Bhutto. The IV Amendment decreed the seats for minorities and non-Muslims also when minorities were declared as: Christians, Hindus, Sikhs, Parsi and other religious communities while Non-Muslim word was used for Ahmadi Muslims.
What was the next action against Ahmadi Muslims after declaring them Non-Muslims in 4th Amendment in constitution of Islamic Republic of Pakistan?
In 1984 General Zia-ul-Haq, the then military ruler of Pakistan, issued Ordinance XX.[76][77] The ordinance, which was supposed to prevent "anti-Islamic activities", forbids Ahmadis to call themselves Muslim or to "pose as Muslims".
after President Orders of General Zial-ul-Haq, In applying for a passport or a national ID card, all Pakistanis were required to sign an oath declaring Mirza Ghulam Ahmad to be an impostor prophet and all Ahmadis to be non-Muslims. Question arise, Will any religious fantastic ruler of Pakistan issue orders to call Christians prophets to be impostors? Will he order special dress for Christians in Pakistan? If not then what are motives behind word Non-Muslim for them in constitution of Islamic Republic of Pakistan under 18th Amendment after more than six decades of formation of Pakistan.
The important question is, how these Muslim political leaders of Pakistan can term Christians, Hindus, Sikhs and other religious communities in Pakistan be declared as Non-Muslims or Infidels or Kafirs? Do these Muslim leaders can deny that Christians are people of Book according to Islamic teachings? Do constitution of Islamic Republic of Pakistan permit these Muslim leaders to call Christians, Hindus, Sikhs and other religious minorities Non-Muslims instead of minorities? There is very loud and clear answer: NO, as it not permit them to do so!!!
Lets see why?
Because, Objective Resolution blocks all such ways to turn Christians, Hindus, Sikhs, Parsi and other religious minorities in Pakistan to any other word than "minorities". the Objectives Resolution was passed by the Constituent Assembly of Pakistan in March, 1949, and was made a substantive part of the Constitution of Pakistan by the Revival of Constitution of 1973 Order, 1985 (P.O.No.14 of 1985), Art.2 and Sch.item 2 (with effect from March 2, 1985). There can not be adopted any legislation contrary to Objective Resolution which is Preamble of constitution of Islamic Republic of Pakistan.
What calls Preamble of Constitution or Objective Resolution to Christians, Hindus, Sikhs, Ahmadi Muslims and other religious communities: "Wherein adequate provision shall be made for the minorities freely to profess and practise their religions and develop their cultures"? So when Preamble of constitution uses term "Minorities" how Muslim political parties leader can term them as Non-Muslims in 18th Amendment in Constitution"
During Pakistan Movement, the Pakistan Resolution passed in Annual General Session of Lahore in 1940 states as: "That adequate, effective and mandatory safeguards should be specifically provided in the constitution for minorities in these units and in these regions for the protection of their religious, cultural, economic, political, administrative and other rights and interests in consultation with them; and in other parts of India where Mussalmans are in a minority, adequate, effective and mandatory safeguard shall be specially provided in the constitution for them and other minorities for the protection of their religious, cultural, economic, political, administrative and other rights and interests in consultation with them"
Therefore, to scratch religious identity of Christians is un-constitutional and a conspiracy of Muslim political leaders for their vested interests which must be condemned. Every Christian in Pakistan should join hands and raise his voice against word of Non-Muslim for them.( continued in part 2)
