The USA should either think of ruling the world by international rule-of-law through ‘participatory pro - secular democratic world body’ (PPSDWB) or else forget about winning the ‘cold war - II’ (ii)- Without ROPING-IN India (the only secular democratic country in this part of Asia) and through it the SAARC of about 1.9 billion people, the USA simply can’t win ‘cold war - II’(iii)- If not for developing world at least for Israel, the USA should make ‘liberal Western democracy’ a success. 

It has come as surprise & shock to the people when 'US National Security Advisor' said  (as reported at https://www.washingtonpost.com/politics/white-house-iran-set-to-deliver-armed-drones-to-russia/2022/07/11/640084be-0159-11ed-8beb-2b4e481b1500_story.html ) that - "[Russia is turning to Iran to provide it with hundreds of 'unmanned aerial vehicles' (UAVs), including weapons-capable drones, for use in its ongoing war in Ukraine and Iran is preparing to train Russian forces to use these UAVs as soon as this month]". This has raised suspicion about the integrity and doubt about the competence of the USA as the leader of free world, as mentioned below:-

(1)- If Iran [with long record of 'Islamist militant Jihad' in 'North Africa & Middle East' (NAME) region with declared existential threat to Israel] has already acquired such military capabilities (that Russia a militarily powerful country is dependent for military supplies on Iran) despite crippling sanctions by the West led by the USA on Iran for decades after decades (since Iranian Islamic revolution in 1979), then the policies of the USA about sanctions needs drastic review.

(2)- The policy of economic sanctions has raised suspicion about the integrity of the USA because these sanctions are in reality benefiting China. Whether these are sanctions on Russia which are benefiting China which is getting cheaper oil from Russia since 2014 (when Russia annexed Crimea militarily and now entered militarily in Ukraine for snatching Donbas region of Luhansk and Donetsk) or the sanctions against Iran which is again benefiting China which is getting cheaper oil from Iran (whereas India is forbidden by the USA to take cheaper oil from Iran). 

(3)- When serious ailment requires surgery (military solution) mere medicines (economic sanctions) do not work. In other words if the West led by the USA wants to win the ‘cold war - II’ of ‘liberal Western democracy’ against ‘authoritarian Chinese democracy’ then the USA will have to bring-about two major changes in its foreign policy (i)- The USA should think of ruling the world by international rule-of-law through ‘participatory pro - secular democratic world body’ (PPSDWB) and (ii)- The USA should not hesitate to use military solution when & where it is needed. 

(4)- No doubt the USA, a country of merely about 330 million people can’t be expected to put its boots on ground all across the world and at the same time the USA can’t be expected to spend its money disproportionately for such military expeditions and for running the world body. But this is the problem which the USA has created for itself. These two problems can easily be solved if the USA launches PPSDWB where there will be no veto power to any member country rather every member will have voting right commensurate with its contribution of men (including military), money and material (including military) and its record about human rights (including about secularism and democracy in the member country). This will promote secular democracy in all the member countries of the PPSDWB

(5)- The USA should know that this PPSDWB will also fail (like the UN or like the USCIRF) if it doesn’t enforce human rights (including the right to freedom of religion) in member countries even by military power, if necessary. For this the ‘Optional Protocol OP-1’ of the ICCPR of the UN should be replaced with the ‘Mandatory Protocol MP-1’ where the PPSDWB would be able to intervene even militarily in case of serious violation of human rights in the erring member country which will be brought to the notice of the ‘Human Rights Commission’ of the PPSDWB assisted by National & State Human Right Commissions in the member countries.

(6)- But these are easier said than done for the simple reason that in the developing world people are not interested / competent to run the democracy. In view of spectacular Chinese economic progress China says that democracy doesn't suit Asia and Asian countries should adopt Chinese democracy. Whatever has happened in Sri Lanka, Pakistan etc justifies said claim of China. The condition of India is the worst where Indians are not interested in their economic development. That is why people are not constraining the government of India to recover Rs about 1,000 Trillion income tax from about 1 million fake farmers (as has been discussed in Parliament also in April 2016). Though this huge capital can easily solve all the financial problems of India (where two third of its population is wholly or partly dependent on farm income and where hundreds of thousands of farmers have committed suicide due to non-remunerative prices of farm produce) 

(7)- The USA is also oblivious of the fact that if the USA doesn’t bring the world under rule-of-law through PPSDWB the India is going to face serious problems at the hands of China which is incensed (due to India becoming member of US-led QUAD) hence China may dismember India from North (Kashmir) and South (Tamil Nadu) for the purpose of removing its major choke point and by installing Chinese democracy in Sri Lanka. . The USA is facing major strategic challenge post World War - II in Indo - Sri Lanka (rather SAARC) region [where even dominant religions namely Hinduism (hierarchical, an anathema to democracy) and egalitarian religions Islam & Buddhism will also play important role] and which will crucially influence the outcome of Cold war - II between ‘liberal Western democracy’ v/s 'authoritarian Chinese democracy’, as mentioned at:-

[especially in view of the possibility that now ‘Western democracy’ may not return to Sri Lanka and China may succeed in installing ‘Chinese democracy’ in Sri Lanka (for bringing stability & fast progress to Sri Lankan economy) and China may even promise fast economic progress of “Independent Tamil Nadu” under ‘Chinese democracy’]. 

(8)- In order to bring the troubled SAARC under the leadership of India the USA should ensure:-

(i)- ‘Dual citizenship’ to about 160 million Hindus / Sikhs and Muslims in India, Pakistan and Bangladesh who were  forcibly and illegally displaced (and their children) because there was no provision of population transfer in ‘Indian Independence Act 1947’ . The proper law & order to these people with ‘dual citizenship’ (especially in Pakistan & Bangladesh) will ensure the unification of India, Bangladesh and Pakistan (and Afghanistan which doesn’t recognize Durand Line). The USA is under moral obligation to get these ‘dual citizenships’ because India was a member (since 1945) of the US-sponsored UN before partition. 

(ii)- Plebiscite in J&K (as mandated by its IoA) and simultaneously in Balochistan the IoA of which was taken by Pakistan by military pressure.

It is hoped the USA will wake-up and will try to make ‘liberal Western democracy’ a success if not in the interest of developing world then at least for the existence of Israel (under increased threat due to acquisition of military capabilities by Iran and now an open military ally of Russia in Ukraine war hence by implication a military ally of China) especially in view of the fact that Israel has been made dependent for its existence on the West led by the USA by its unethical  policy of two state solution where theocratic Israel is allowed to keep Muslim Palestinians away from their motherland. .
