Pakistani Christian demand Quota in Prime Minister Loan scheme

Lahore: January 8, 2014. (PCP) Quota/Reserved allocation is aimed to bring marginalized sections of society into mainstream. The constitution of Pakistan provides for reserved quota in political representation. The Federal Government has also issued a notification O.M. 4/15/2006-R-2, dated 22.05.2007 wherein it has reserved 5 % quota fixed for minorities in Federal Government’s employment but the notification has delivered little in terms of its objectives. This notification was a first step in right direction and it was thought that this pattern would be adopted in all state sponsored/state owned initiatives despite its procedural flaws. But to our utter dismay, the Federal Government has not implemented it in various schemes/initiatives. The provincial governments have not taken any concrete step for implementation of quota/reserved allocation for minorities. Recently, the federal government has announced Prime Minister’s Youth Loan Scheme and it has invited applications from unemployed youth to grant subsidized loans. In view of its agenda of women empowerment the scheme has reserved 50% of grants for women but unfortunately, it has neglected the minorities and has not fixed any quota for minority community in this scheme. Punjab Lok Sujag a partner organization of REAT Network in collaboration with its Human Rights Defenders’ Committee organized a demonstration in front of Press Club, Lahore to protest the failure of Federal Government to reserve quota for minorities in PM Youth Loan Scheme and proper implementation of already reserved employment quota. The protest started at about 03.00 PM and hundreds of people from different minority communities along with civil society stayed there and recorded their protest. They demanded the government to fix quota for minorities on easy conditions in PM’s loan scheme to empower the minorities. Demonstration concluded with the people putting forward their demand of reservation of quota in PM Youth Loan Scheme along with proper implementation of 5 % quota at Federal and Provincial level.
