I condemn those who killed over 150 innocent civilians and injured 200 or more during recent tragically rampage in Mumbai, India. Surely killing innocent civilians around the world is an evil act and I fully sympathize with the victims' families. The United Nations (UN) body has not defined the term "terrorism" because of various factors involved in it. One man's terrorist is an other man's freedom fighter and depends on each situation and its underlying causes. And it cannot be eliminated with use of force alone. Terrorism and /or guerrilla tactics have been used for centuries in almost every part of this world. In 512 B.C. Persian King Darius' army could not subdue Scythians tribes. Alexander the Great encountered serious opposition from the Afghan Turkestan and Bokhara tribes, which tested Alexander to the hilt. In the opening phase of first Afghan war 1839-42 the British General Elephantine and his entire garrison (more than 1000) were slaughtered by the local insurgents. There are multiple categories of so-called term terrorism and one of the leading categories is insurgency and/or resistance movement. The Libyan freedom fighter Al-Mukhtar who resisted and fought guerrilla war against Italian faciast Army once said: "no nation has a right to occupy another." Evidently, nationalists are found in every part of the globe who naturally resist against occupying forces. Unfortunately after experiencing long time oppression/atrocities some elements of such resistance movements act out and use every method possible including terrorism to get attention from their oppressor in order to achieve their ultimate goals. In July 1775, during the British occupation of America (in the Southern Colonies: Georgia, North and South Carolina) Patriots like Joseph Habersham, Andrew Pickens, including General Washington and others used guerrilla tactics (including certain forms) of terrorism methods against the British forces, governors, and other officials. *From 1939 to 1943 during the occupation of Palestine by the British, the Israeli Zionist's insurgency or so called terrorist organization IRGUN and LOKHAMMEI KHERUT Israel then led by Abraham Stern, and former late Israeli prime minister Menachem Begin had committed all sorts of acts of terrorism against the British army, police, Arabs, and other civilians. IRGUN strategy hinged on three consideration, as later clarified by Menachem Begin in his tormented book "The Revolt: the methods used by oppressor administrations in foreign countries...to destroy British prestige in Palestine would destroy British rule...the very existence of an underground, which oppression, hangings, tortures and deportations, fail to crush or to weaken must, in the end, undermine the prestige of a colonial regimes that lives by the legend of its omnipotence. Every attack which it fails to prevent is a blow at its standing." (Quoted from: War in the Shadows- The Guerrilla in History, Vol.I Ch.8 and Vol.II Ch.60, 1975, by Robert B. Asprey). IRA, and IRB resisted against the British occupation in Ireland and committed various acts of terrorism as a part of guerrilla war. The Marathas guerrilla leader Sivaji, Muslims in Mysore, and Pindaris in Central India resisted aggressively against the British. Similarly, thousands of resistance movements have committed some sorts of acts of terrorism as a part of their guerrilla war against their oppressors in all the continents. Even Indian political leader Advani allegedly had been charged for committing acts of terrorism. Neither India is a true democracy, or a true secular country. Because India has been occupying Kashmir and committing atrocities for over sixty years. There are various local groups of Kashmiries fighting for freedom. Additionally, the Indian government has been oppressing minorities inside India (i.e. Muslims, Sikhs, Christians, and Untouchable Hindus (Shooders). Under the protection of Indian government the extremist group of Hindus have been killing, looting, raping women, burning homes and other properties of the minorities. Indian government ruthlessly attacked Sikh Holy Golden Temple and massacred their elders, women and children. Also, there have been several separatist movements have been going on in various regions of India. Any terrorism attack by any separatist group or oppressed minority in India should not be considered a surprise. India should not blame Pakistan for her own serious lack of internal security problems. After China, India ranks second in the world total population. Compare to Pakistan, evidently India has two times more combat troops, battle tanks, bomber-aircrafts, war ships, and various types of other conventional weapons. Additionally India has two to three times more nuclear weapons including short, medium, and long-range missiles. India is striving to maintain its armed forces in order to dominate its neighbor Pakistan and compete with China and looks forward to become one of the world super powers. India and Pakistan have already gone to war three times over occupied Kashmir dispute and Indian interference in Bangladesh (formerly East Pakistan). India has been continuously creating problem within Pakistan by using her intelligence service RAW, and they have not truly accepted Pakistan from their heart! Let be realistic - that miracles do not happen in the war: there is no match between sword and gun, and rifle and missile. There is a historical fact that powerful nations under intoxication of their military might always dominated or invaded weak and vulnerable nations. And most of those arrogant colonial powers only understood the language of stern defensive response. That is why possession of maximum nuclear weapons are vital for Pakistan to defend its sovereignty and very existence from two time more powerful India and other potential enemies. Since the Cold War nuclear weapons are possessed for deterrence purpose. The former Soviet Union and the United States had thousands of nuclear weapons, but they never went for war. However, after the disintegration of Soviet Union its nuclear arsenals became unsafe and the scientists are readily available to any potential buyer/employer in the underground international market. Unfortunately, Pakistan has become a stereotype and misunderstood in the Western world over its nuclear weapons potentially falling in the hands of terrorists and/or extremists. The Western world must learn the historical fact that Pakistan was not the first country to make and explode/test nuclear bombs in the Southwest Asian region. Evidently, It was India (a country of non-violent movement founder Ghandi), which introduced nuclear weapons in the region, and Pakistan had no choice but to follow the path for its survival. Apparently, India's over 40% territory is under the strong influence of the separatists who could very easily attempt to take control of India's nuclear assets partially and fully. Meanwhile Israel, which is widely believed to possess some 200-300 nuclear warheads, has repeatedly refused to ratify the Non-Proliferation Treaty (NPT). In October 2008, the NATO Secretary General Jaap de Hoop Scheffer said: "...As we all know, Israel never admits to what it has, but I do not see very many arguments for the Jewish state to abandon its potential, that because of Iranian missiles, he would never expect Tel Aviv to abandon its nuclear program-which is believed to be producing at least 7-8 atomic bombs per year." Since its Arabs enemies surround Israel, its nuclear weapons can also easily fall in the hands of Hams, Islamic Jihad, Hizballah, and other Palestinian groups. Similarly, Russian nuclear weapons could fall in the hands of Chechen insurgents and British nukes in the insurgents of Commonwealth alike! Why any one would make only Pakistani nukes an issue of great security concern? It makes no sense at all! Generally speaking, all nuclear, biological and chemical weapons are evil and destructive for mankind. Absolutely no country should possess nuclear weapons and they all should be eliminated. However, achievement of peaceful nuclear technology (for energy etc) is a right of every country including Islamic Republic of Iran. As a matter of complete fairness no one country or a certain group of countries has any God given/natural right to possess nuclear technology/weapons and prevent other countries from doing so. Such call or action send a crystal clear message of double standard and gross hypocrisy, destroy the credibility, and create resentment against that one country or a group of countries around the world. Any of those countries that actually have produced, tested, and used nuclear weapons, and intend to reuse in time of need ethically and morally have no right to stop other nations to develop nuclear weapons. All small and vulnerable countries should have a right to develop nuclear weapons for deterrence if they desire to do so that includes Iran's right as well. True peace cannot be achieved in the world by bullying others! Because of rapid increase of population and shortage of water in the world droughts and famines will increase gradually and future wars will be fought over shortage of energy and water. According to reported facts and assurance it is believed that Pakistani nuclear weapons are very well secured and are in the hands of very well disciplined and responsible command and control system of Pakistan Armed Forces. Pakistan's world famous Intelligence Agency (Inter Services Intelligence (ISI) is mainly made up of its Army, Air Force and Navy's commissioned and non-commissioned officers. This agency is highly disciplined, well trained, and sophisticated that its ranks one of the top intelligence agencies along with CIA, KGB, MI6. Since Pakistan has been a long time U.S. allies for about 60 years its intelligence agencies have been cooperating with CIA as well British MI6 during Cold War era. While Indian Intelligence agency RAW, former Soviet KGB and then Afghanistan Intelligence Agency worked closely during Cold War period to counter U.S. geo-political interests. During ten years of Soviet occupation of Afghanistan, CIA, ISI, and Saudi Intelligence worked shoulders to shoulders to defeat former Soviet Union in Afghanistan, which evidently resulted break-up of Soviet Union. For last several years Indian Intelligence Agency RAW, Afghan Intelligence, allegedly Israeli Mossad, and "Others" aiding and fueling Balochistani separatists, causing trouble in Karachi, and turmoil in North West Frontier Province and tribal areas alongside the borders of Afghanistan in order to break-up Pakistan. Pakistani people resent this external interference. The vast majority of Pakistani people fully support their ISI (which is literally considered eyes and ears of Pakistani Armed Forces) and they fully expect from it to aggressively counter conspiracy of external powers, and treacherous acts of unreal friends and foe alike. Therefore, like other patriot Intelligence Agencies around the world Pakistani ISI should function fully and independently to protect the sovereignty of their beloved country. Full-scale war between India and Pakistan will be disastrous for the region and they should resolve all the disputes including the Kashmir through dialogue by giving the complete rights to the Kashmiri people for their independence. And both countries should set up a facts finding joint commission to counter terrorism (including extremist groups of Hindus terrorists against minorities in India and across the border), and bring peace in the entire region by involving all interested parties/groups of Afghanistan as well.
