No Notification of 5% quota for minorities in Pakistan

Islamabad: May 22, 2009. (PCP report) Mr. Shahbaz Bhatti, Federal Minister for Minorities announced decision of 5% quota for minorities by government of Pakistan in his press conference on May 21, 2009, without due notification by relevant authority.

Prior in such hurry, Shahbaz Bhatti also announced that “Christians have been allocated seats in Senate of Pakistan” but when Christian who wanted to contest on Senate seats in 2009 Senate of Pakistan elections approached the Presiding Officers for nomination papers they were rebuffed with remarks “Election Commission have not received any notification in this regard” which caused mockery. It was better if honorable minister have urged Establishment Division to issue notification to clarify that what shall be share of Christians, Hindus, Ahmedi Muslim and others in this 5% quota. Who will by authority with whom minority community members shall contact to seek employment and which are departments, directorate and ministries to accommodate them Weather, 5% quota shall expand to four provinces also which are major source of employment in Pakistan? Or it is only for federal government institutes!!! The major draw back in 5% quota announced is not covering quota of admission for Christian youth in Engineering, Medical and higher education institutions which are governed under provinces. If there is no quota of admissions in academic institutions then it is failure on part of our leaders in government and tragedy with millions of Christians who are second biggest population in Pakistan. “We need our students to enter in medical colleges and engineering colleges on quota that they me qualify for grade 17 scale jobs in Pakistan” said Nazir S Bhatti, Chief of Pakistan Christian Congress PCC Dr. Nazir Bhatti added “our Christian students deserve admission on quota system in universities for higher education but if there is no such quota for them then this 5% quota is joke with our youth because we want share in jobs of pay scale 17-22, not in pay scale 4-10 which is already imposed on us in shape of sanitary workers and sanitary inspectors” “ We shall decide to reject or accept 5% Quota by government after due and detailed notification because it is not a Quota proportional to our population” said Nazir Bhatti Chief of Pakistan Christian Congress PCC, Dr. Nazir S Bhatti said that Christians are 13% of total population of Pakistan and we want 13% quota in employment, education and resources of state. “We do not want to share 13% quota with other religious minorities like Hindus and Ahmedi because we formed Pakistan and we deserve due right without any discrimination” said Bhatti PCC shall not let Christian tools of government to use 5% quota slogan to damage Christian cause like destruction of Separate Electorate and imposition of Joint Electorate. The Federal Minister for Minority affair Mr. Shahbaz Bhatti is not elected by Christian voters but selected by Pakistan Peoples Party PPP like other Christian members of National Assembly of Pakistan and four provincial assemblies. Under joint electorate which empowers Muslim political parties to select Christians of their choice.
