That the proceedings of the last council held in August 2003 were not confirmed and signed by the Chairman as required under bye-laws no. 31 (page no. 22) of the constitution of the Hyderabad Diocesan, Church of Pakistan. This fact was brought to your notice as a Chairman and it was suggested to post pone the Council and change it into a consultation. But you ignored the suggestion and carried on. That no time was given for the discussion on your address as there were many points which needed discussion, clarifications and decision taken. That minutes of the Executive Committee meetings, Finance and Property Committee meetings and Clergy and Ordination Committee meetings were not presented required along with the agenda one month prior to the Council meeting, under rule 4, sub rule 6 (page no. 8) of the constitution of the Hyderabad Diocese. That no reports of any Committee or Board were provided to study them and discuss the points, it was also confirmed by you that the same were not even presented in the Executive Committee meeting prior to the Council session as required under rule 11, sub rule D-3, this fact was brought to your notice and accepted by you. That no Financial Report duly audited was presented. This fact was raised forcefully by the council members and accepted by you. In consequence it was also resolved to get the accounts audited and presented before the council to be convened later on, on this single item agenda. Further the points raised and discussed were treated as consultation. In this way the most important part of the council Finance and Property report was treated as consultation and accepted by all members of the Council July 2004. So it was really ridiculous situation. That no budget proposal were prepared and presented to the Council, therefore, all the expenses incurred or to be incurred shall be illegal apart from the general routine expenses. That the names for formation of the nomination committee should have been presented by the Council member that was not done. That at the time of election it was forcefully proposed to conduct the proceedings through secret ballots but the move was bulldozed and the members had to walkout of the session in protest as you continued insisting to do the same by showing of hands. We do not understand your fears and anxieties behind not using secret ballots. In this respect we have to point out that almost at every forum as Synod Church of Pakistan, Municipal Committee, Provincial Assembly, National Assembly, Sanet of Pakistan and even at the elections of the President secret ballots are used to determine the winners. Furthermore the elections of the Parish Committee are to be held by secret ballots as per rule 63, sub rule E (page no. 27). That after our walk out some of the members present in the house asked you to conduct the elections through secret ballots but you did not heed to this request also. We therefore propose that the proceedings of the Council be reconsidered because the majority of the members are very much willing for secret ballots for the election. It means that they were supporting the consideration of Hyderabad Diocese, Church of Pakistan for the betterment of the Hyderabad Diocese, not only the administrative but also financially and spiritually. We look forward for wise and sincere response from you within a week time. Else we will be constrained to knock the door of justice elsewhere. Yours in His service Signed by: Rev. Samar G.
