Obama unnecessarily sounding helpless, rather should get four new institutions introduced: By Hem Raj Jain

During an interview being shown on TV the US President Obama sounded totally helpless when he said that USA cannot be expected by his critiques to send hundreds of thousands of US troops in various parts of the world which are in gory political turmoil. Nobody expects USA to send its troops in Syria, Iraq, Afghanistan, Yemen Libya, Ukraine / Crimea etc but that does not mean that Obama will do nothing especially when these problems can easily be solved by introducing four new institutions of Participatory Philanthropic Institutions (PPI), International Political parties (IPP), MP-1 of ICCPR of UN and UN Registered Human Rights NGOs (UNHRNGO) as given below:-
(1)- First of all Obama should realize that he is making a fundamental mistake of expecting human rights friendly democracies world over (including in NAME with limping Arab-spring) to run successfully merely on the basis of institutions which were enough for successfully running monarchies. Therefore in the interest of democracies to succeed world over, Obama should endeavor to introduce said four new institutions.
(2)- Obama should realize that world over merely ‘Obama-care’ type of health care institutions will not do. In any country whoever runs the institution of health and education runs the country hence democracy will succeed in any country only when people take the responsibility to run the country through these institutions. Working model for PPI (for health care & education) should be first developed in USA. by launching ‘Modified Employees State Insurance’ (MESI) with contribution from employees, employers and government which will provide health care for every employee (whether in organized or in unorganized sectors) and to economically humble employers / self-employed. In this Modified-ESI (MESI) following should be there to avoid traditional problems of ESI (as were faced in Indian ESI) :-
(i)- In management in addition to representatives from government the elected representatives of employees and of employer should be there.
(ii)- There should be first appellate tribunal nominated by employers which can look into leave (suspected to be unnecessary) granted by MESI doctors to ailing employees (second such appellate tribunal may be nominated by government).
(iii)- Throughout his / her life every Medical care / facility should be free to every member (and his / her dependent family member) of this Modified ESI.
The educational institutions can be taken-up later-on which will be much easier once people succeed in running their health care institutions through MESI.
(3)- - Political management of NAME and other fundamentalist infected countries cannot be left in the hands of local people because they are under strangulating influence of religion, medieval clergy and fundamentalists. Obama should know that it is not merely Muslim countries like NAME, AF-PAK etc where religion gives rise to self-defeating violent political activities including terrorism at times. But even in country like India (though violent politics & terrorism are not produced) the caste system of Hindu order has produced reservation for so-called oppressed and backward communities which has demoralized majority of Hindus and which has made success of democracy impossible in India (because demoralized people can’t run democracy). Hence Obama should endeavor to make UN to launch the mechanism of ‘International Political Parties’ (IPP) registered at UN.
(4)- Liberal democracy in NAME & other non-Western countries will succeed mainly with the active support of modern and progressive citizens of these countries. But such people find it difficult to break the stranglehold of religion, clergy and fundamentalist elements of these countries (which invariably resort to violence to intimidate the liberal element & religious and other minorities of these countries). Hence Obama should endeavor to make UN to introduce a new institution /mechanism of Mandatory Protocol MP-1 (and not Optional Protocol OP-1) of ICCPR at UN to enforce human rights (including militarily on urgent basis, whenever needed) in these erring countries (not only in Muslim NAME, AF-PAK etc but also in India in a situation as happened in 1984 when thousands of Sikhs were massacred in India’s capital Delhi or in post Babri Mosque demolition India-level riots in 1992-93 and in 2002 at Gujarat when mainly thousands of innocent Muslim were massacred or in 2007 in Kandhmal etc in Odisha where hundreds of innocent Christians were killed and subjected to violence).
(5)- USA should also ask UN that in addition to UNPKF the provision should be kept for volunteers (of UN-Registered-HRNGOs) who will be prepared to go in troubled countries for bringing peace and succor to people. These volunteers will also reduce the financial burden of UN peacekeeping programs in various trouble countries. Here Obama should realize that human rights can best be secured by such volunteers only, who work with missionary zeal for higher cause and not merely for money in troubled countries.
(6)- Though there is no need for institutional mechanism through UN for federalism but Obama should also endeavor to bring consensus in UNGA and UNSC that in any country where religious or ethnic or linguistic minorities feel neglected and discriminated against then federalism will be incorporated in the constitution of such countries where civilian / economic matters (including natural resources and foreign trade except with declared enemies) will be with States and only martial matters will be with Union / Central / Federal government. Such federalism will avoid political problems as were faced in Syria, Iraq, Yemen, Ukraine etc.
It is hoped that President of USA (the leader of free world) will not consider USA to be so helpless and instead will endeavor to solve present many global gory problems by introducing said new institutions / organizations / mechanisms which is sine-quo-non for the success of democracy world over (including and especially in presently profusely bleeding & weeping NAME region).
