By concentrating mainly on macro level and not so much on micro level, Mayawati can become PM (ii)- Only by taking-on both BJP & Congress the BSP can become national alternative (iii)- BSP can wean Muslims off Congress only when becomes truly Secular Party (iv)- Mayawati should make about 40 % votes of SC / ST & Muslims her main support base (v)- Support of mostly-agrarian-Backward-castes will be sure winning combination (vi)- Mayawati should keep Akhilesh and Tejaswi not only in good humor but also committed for making her next PM (vii)- Upper castes bound to tilt towards Mayawati with macro approach and with SC / ST, Muslim, Backward tilting towards Mayawati

The developments of last one week are momentous and have potential of fundamentally & profoundly changing the political landscape of India. The Bahujan Samaj Party (BSP) Chief Mayawati has forged electoral pre-poll alliance with Samajwadi Party (SP) which is a formidable alliance in India’s largest State of U.P. and she is already in contact with Rashtriya Janata Dal (RJD) which will have considerable impact in Bihar and Jharkhand. These three states have 134 Loksabha seats out of total 543 elected seats hence good performance in these States in 2019 Loksabha election will make Mayawati a formidable contender for the office of Prime Minister. But Mayawati will have sure chance of becoming PM only when she does the following: -

(1)- First and foremost Mayawati should realize that only by taking-on both BJP & Congress the BSP can become national alternative. Moreover, Mayawati should concentrate mainly on macro level and not so much on micro level and then only she will be able to orient herself and her party BSP as national alternative. For this to happen Mayawati should convert BSP into a truly Secular-Socialist-Federal-Democratic-Party where: - 

(i)- For secularism BSP should immediately file following 3 writ petitions in Supreme Court of India (SCI) because BSP can wean Muslims off Congress only when becomes truly Secular Party: -

(A)- For quashing of discriminatory (especially against Muslims) Reservation Policy which, in the name of backward castes, is giving reservations to also those castes of Hindus which once ruled in India [When Mayawati becomes PM she can get legislation for reservation to all (any identifiable group) whichever wants reservation in government service commensurate with its % share in population]. Otherwise also the BSP should understand that in democracy the moral of the people should be high and when reservation is given in the name of oppressed and backward castes it demoralizes the so-called beneficiaries.

(B)- Congress and BJP are parties which believe that Hindus should not live with Muslims. This is the reason partition of India happened in 1947 and PoK was not retried EVEN during late eighties when Pakistan was busy in Afghanistan against USSR (when India was under obligation to military help USSR which helped India in liberating Bangladesh) and India did not assimilate Bangladesh in India in 1971 though two nation theory (the basis of India's partition) failed in 1971. The BSP should understand that the J&K is the only Muslim majority State in India and which is bleeding and weeping for the last 72 years due to unresolved gory & chronic Kashmir problem. Hence BSP should work for Kashmir solution (which is nothing but unification of J&K). For this the BSP should file writ petition in SCI for a query by SCI from Government of India (GOI) as to when (instead of showing ‘bravery’ by training guns at civilians under the protection of it AFSPA etc which is against fundamental rights of the people of J&K) Indian military will take-on Pakistan for retrieving PoK in case Pakistan does not give PoK on table.  [Moreover BSP should mention in 2019 Loksabha election manifesto that it will work under supervision of GOI for rehabilitation of Lakhs of  displaced Kashmiri Pandits (KPs) by also sending (if needed) volunteers of BSP with them in Kashmir till these KPs feel safe to live over there without such volunteers]

(C)- For abolishing (because discriminatory against Muslims etc and favoring Hinduism in a secular India) all the laws related to cow protection, beef eating etc which are causing lynching of Muslims and ‘Dalits’ in India.

(ii)- The BSP should understand that it will win Loksabha election 2019, only when it works for economically humble & poor people of India because they are the overwhelming majority in India. Hence for Socialism, the BSP should mention in its constitution that State capital (like private capital) will also be deployed profitable for the welfare of the people. Moreover BSP should include in its Loksabha election manifesto that it will work for recovering Rs ~ 1,000 Lakh Crore of Income tax from about ~ 1 million tax-evaders as mentioned at  https://timesofindia.indiatimes.com/business/india-business/Prominent-people-hiding-taxable-income-Jaitley/articleshow/51408323.cms and http://www.newsnation.in/article/121125-news-nation-disclosure-on-blackmoney-kharabpati-farmers-take-agriculture-route-t.html  and this money (in addition to freeing the deserving farmers from agricultural loans) will be used for the welfare of the people for their Roti (food), Kapda (cloth), Makan (housing), health-care and education as given below:-

(A)- For opening outlets, go downs, cold-storages, departmental transport etc of Public-Distribution-System all over India which will also provide fair & remunerative prices to farmers

(B)- In cloth etc manufacturing factories which will provide basic needs for under-garments, other clothes, bed-sheets, blankets, shoes etc of the people, at moderate price.

(C)- For making residential and commercial buildings all over India which will be given on rent to be decided by ‘Statutory Rent Commission’. This will also take care of the phenomenon of increased mobility in present economy of growing service sector.

(D)- Whosoever controls health-care and education controls the society. In ‘Rajtantra’ (monarchies) these are with State if in ‘Prajatantra’ (democracy) also they are not with the people then democracy has no meaning. In first stage in making health care for all (whether in organized or un-organized sectors) the modified ESI should be made workable [In the management of modified-ESI in addition to the representatives from government of India (GOI) the representatives of employees and of employers should also be there. Moreover there should be a body (majority nominated by employers with appealing right to statutory tribunal) which will look into the complaints against doctors of this modified- ESI recommending unnecessary leaves to so-called sick employees]

(E)- On the basis of the experience of modified-ESI in second stage the education (initially at least up to Higher Secondary level) should also be given under direct control of the people.

(iii)- For Federalism it should be mentioned in BSP Constitution that all civil subjects (including natural resources) will be with States and only martial subjects like defense, foreign affairs, currency, communication, national transports, human rights etc will be with union of India. Even railways will be National and State.

(iv)- For democracy it is not enough that elections are conducted for Parliament, Vidhansabha and Local Bodies but in BSP also organizational elections should be conducted regularly and periodically. Moreover every   Member of BSP should pay   membership   fee and  should sign once in a month in nearest party office  otherwise his / her membership should be terminated. [There should be no President without party office and party banner / board and flag on it at any of 7 levels  (Primary, Panchayat Samiti / City / Town,  District, Division, State, Region, National) This will go a long way in providing sense of safety & security to the transitory weaker section of the society]

(2)- Because Mayawati is the only prominent face of Schedule Caste / Schedule Tribe (SC / ST) in India and genuine secularism (as mentioned above) will bring Muslims towards BSP hence Mayawati should make about 40 % population of SC / ST & Muslims her main support base.  Mayawati should keep Akhilesh Yadav of SP and Tejaswi Yadav of RJD not only in good humor but also committed for making her next PM (Akhilesh & Tejaswi can help in bringing other parties of Backward castes from rest of India in alliance with BSP). The Backward-castes are mostly agrarian community and with Socialism too as mentioned above (by using Rs ~ 1,000 Lak Crore State capital mainly for rural sector) - they will come to BSP and it will be the sure winning combination for Mayawati. As far upper castes are concerned, they are bound to tilt towards Mayawati with macro approach and with SC / ST, Muslim, Backward tilting towards Mayawati.

Let us hope that with Mayawati the next Prime Minister of ~ 1.32 billion people, India will usher into a truly Secular-Socialist-Federal-Democratic country.
