Maulana Fazalur Rehman [the President of political party Jamiat Ulema-e-Islam (F) which has been part of governments at Centre and in States at various levels and at various times] when launched march from Karachi, Sindh through Punjab and carried out  Dharna (sit-in) at Pak capital Islamabad in October-November 2019 then given the strength on ground (he could mobilize during this Dharna) some people thought that Maulana would succeed in achieving what he wanted.

This Dharna flopped for the simple reason that he made a mistake of mixing politics with Islamic - Jihadi sentiments. No doubt Maulana is a political leader and he had every right to carry out demonstrations for the purpose of gaining political power [that is why he took support of main political parties PML (N), PPP etc. for this 2019 Dharna]. But Maulana forgot that the support he gets on ground (which no other political party gets) is mainly due to his party & NGO (Madrassa etc) workers who come on road for protecting Islam & persecuted Muslims (like of Kashmiris) as they perceive it or rather as Maulana makes them to perceive.

Kashmir issue was raised halfheartedly by Maulana during 2019 March / Dharna but about this issue Maulana could not succeed because this issue was adulterated by lure of political power. Hence this time Maulana should concentrate only on one issue of Kashmir. Maulana should know that ‘nothing succeeds like success’ hence once Maulana succeeds in this march / Dharna for Kashmir then his other objectives (political etc) will automatically be realized without doing anything special for them.

During said 2019 march / Dharna too Maulana could have easily succeeded if instead of emphasizing more on dislodging PM Imran Khan from power [which Maulana has every right to do for the simple reason that Imran came to power through fraudulent elections where main opposition party was denied to contest election properly as its leader Nawaz was (with the complicity of Pak higher Judiciary) first illegally dislodged from Prime Ministership and then was illegally denied to contest the election]. But when Nawaz himself and his party PML(N) and PPP etc were not serious about dislodging Imran from power, then Maulana should have realized that political objectives of march / Dharna 2019 were going to be an obstacle in achieving the Islamic-objectives.

Now also when Maulana is planning another march / Dharna as reported at ( https://economictimes.indiatimes.com/news/defence/pakistan-now-contemplating-on-how-to-save-muzaffarabad-says-maulana-fazlur-rehman/articleshow/77616737.cms  and https://www.youtube.com/watch?v=nX8FeF04Z6o ) Maulana should be wary of falling in the same trap of politics and of politicians of other opposition parties and instead should concentrate only on the issue which has immense potential of motivating his core support base which comes on street for the sake of Islam and to protect the Muslims who are persecuted especially by non-Muslims. If other opposition parties support Maulana exclusively on this Islamic-objective then only Maulana should take their support otherwise not.

Therefore Maulana should carry out march and Dharna for protecting the human rights (HR) of Kashmiris as given below:-

(1)- It should not be difficult for Maulana to legitimately criticize & expose (through public speeches) the politicians of not only Pakistan (including PM - Imran,  Foreign Minister - Qureshi, Minister For Kashmir Affairs & Gilgit Baltistan - Gandapur etc) and of Azad Jammu & Kashmir (including President - Masood Khan, Prime Minister - Farooq Haider etc) but also the politicians of Kashmir valley (like Abdullahs etc who have been released by government of India and are still prescribing the same medicine to Kashmir problem as they have been giving to gullible people of J&K for the last over 70 years).  Especially when despite ‘politically-correct’ and sweet but hollow sounds generated by these politicians of Pakistan, AJ&K and Kashmir valley at national and international forums, the human rights of Muslims of Kashmir are being trampled upon brazenly & blatantly (by lockdown, denying proper communication, detaining political activists etc) by Hindu majority India.

(2)-  Maulana should also understand that merely marches / Dharna will not bring desired results. Rather Maulana will have to carry out effective action on ground for rescuing Kashmiris from this hell. For this Maulana, in first stage should carry out march to Muzaffarabad (capital of AJ&K) and then carry-out Dharna at Muzaffarabad for short time in order to wait for people from AJ&K including Gilgit Baltistan and from media / journalists (national and especially international) and from HR-NGOs (national and especially international) to assemble at Dharna place before (in second stage) moving in march (of at least one million people) towards Srinagar by crossing LoC.

(3)- If the security forces of Pakistan / AJ&K stop this Srinagar-march then Maulana and these one million people should offer arrest. If security forces of Pakistan / AJ&K allow this million-march to cross LoC then these marchers should be prepared to offer arrest to the security forces of India.

(4)- Maulana will succeed in these marches / Dharna only when he: -

(i)-  Asks some people of J&K (which he can easily get from Kashmir valley)  to file writ petition in J&K High Court for directing Governments of India & J&K including Ladakh to carry-out plebiscite in united-J&K after talking to Pakistan as mandated by ‘Instrument of Accession’ which reads as -“[the question of Accession should be decided in accordance with the wishes of the people of the State, it is my Government's wish that, as soon as law and order have been restored in Kashmir, and her soil cleared of the invader, the question of the State's Accession should be settled by a reference to the people. Yours Sincerely Sd/- Mountbatten of Burma]”.

(ii)- Asks Governments of Pakistan / AJ&K to file a case in ‘International Court of Justice’ for plebiscite in united J&K as per UN Resolution 1948.

(iii)- If Governments of Pakistan / AJ&K do not do so then Maulana / his party Jamiat Ulema-e-Islam (F) should file a writ petition in the Supreme Court of Pakistan for constraining Governments of Pakistan / AJ&K to do so.

(5)- To take care of the expenses of these Muzaffarabad-march, Dharna and Srinagar-march, funds will be needed which can easily be mobilized by Maulana if he appeals to Pakistani diaspora living out of Pakistan in other countries. In 2017, overseas Pakistanis sent remittances amounting to ₨ 2137 billion (US$13 billion), according to data released by the State Bank of Pakistan. Therefore, a fraction of it can easily be tapped by Maulana which should be sufficient to take care of the financial expenses of these Muzaffarabad-march, Muzaffarabad-Dharna and Srinagar-march.

It is hope that Maulana Fazalur Rehman and his party Jamiat Ulema-e-Islam (F) this time will not waste and divert their efforts in mundane affairs of political power rather will carry out Muzaffarabad-march, Muzaffarabad- Dharna and Srinagar-march so the people of Indian side of J&K (especially of Muslim Kashmir valley) can find relief from the high handedness of Hindu majority India through plebiscite in united-J&K.
