LARKANA/SUKKUR: September 2, 2015. (Nazir Siyal) A heavy corruption and miscue of funds in Provincial Highway department in Sukkur, Dadu and Larkana witnessed, the anti-Corruption Establishment Police raided office of Executive Engineer provincial highway Larkana, seized office record after high level irregularities. According to the reports, Anti-Corruption Establishment Police led by Circle Officer Muhammad Paryal Morio in presence of 4th Judicial Magistrate Gul Muhammad Chandio on tip off conducted raid at office of Executive Engineer provincial highway department and its Sub Divisional office at Larkana, broken the locks and seized office record on the occasion and initiated the investigation into huge malpractices and irregularities by the concerned officials. As per Circle Officer Muhammad Paryal Morio told media men that concerned officials of provincial highway department have been awarding contracts of development schemes and issuing payments of bills on fake contractor who has been living at Dubai for 4 to 5 years, besides he apprised that concerned department had issued fake bills of 20 million of Maintenance and Repairing allegedly and officials were involved in embezzlement of millions rupees in different development schemes by provincial highway officials they told. Meanwhile, illegal delay and demand of bribe by the officers of Provincial Highways (Works & Services) Department in Sukkur, where the tenders 29-06-2015 with a cost of Rs. Rs.975 Million was called by Executive Engineer Provincial Highway Division Dadu for the construction of Flyover in Kotri City for connecting the Industrial Area Kotri-Kotri City. The construction company in a letter to NAB alleged that the Superintending Engineer (S.E) Syed Tanweer Shah called our Company C.E.O and made official meeting in presence an Accountant of another Division, not the relevant Division of Public health Division Dadu. The company representative alleged that S.E Syed Tanveer Shah demanded a huge amount of Rs.150 Million as bribe and mentioned to provide such amount to various authorities even up to minister level and further they will process and issue work order. He told that despite of highest Rate Rs.1350 million quoted by M/s N.K.B, while the Lowest rate Rs.975 million quoted by the M/s Qalander Bux Abro & Co they confirmed. Due to our refusal for paying bribe, S.E Syed Tanweer Shah (who is openly claiming that he has close ties with many Political and influential bureaucrats of Sindh Government) making hindrances in issuance of work Order. He also claimed that it is practice of S.E Syed Tanveer Shah that he manage all tenders of his circle and never make tenders in legal ways and made contractor forcibly to quote rates of his choice over the Engineers Estimate for getting bribe and to give illegal profit to contractors and loss to Government exchequer. We are requesting you to call all record of the tenders opened in All Divisions of his circle and cheque the bidders’ rates and Engineers estimate, we are assuring you that in no case you will find any contractors rate below Engineers Estimate. He further told that this particular case only, S.E Syed Tanveer Shah wants loss of Rs.375 million to Government Exchequer by managing the cancellation of bidding process and he want to award this contract to the Company who quoted highest rates in tenders. They have appealed NAB and other authorities to investigate thoroughly the records of this bidding and also other tenders called in Provincial Highway Circle Hyderabad to save the Government exchequer after accountability.
