Biometric verification will remove fake IDs and ghost employees

LARKANA: August 20, 2015. (Nazir Siyal) Ongoing Bio-metric verification process will remove all fake IDs and ghost employees/teachers to accumulate billions of national exchequers with complete education standard and MDGs objectives achievement. Provincial Secretary Education and Literacy Sindh Dr Fazlullah Pechuho, while talking to the media and orientation workshop on Sindh Curriculum implementation of framework, aimed to coordinate all key stakeholders to aware about the new developments in education sector. He said the the objectives to streamline education system and introducing modern methods to bring the system and restore the confidence of masses on public sector education. He also directed the authorities to streamline all educational procedures and release the salaries of NTS pass teachers, while those found in corruption or taking bribes on release of salaries will be handed over to the Anti-Corruption Department and lodge FIRs against them. Secretary Education told bio-metric system proved a successful and any hurdles created in the system would be dealt strictly and stern action will be taken against them he said. Pechuho told sicne 3 decades fake appointments were made and violated merit, instead of all teachers should trained in their cadres he said. Dr Fazallullah Pechoho stated that there is now need of supervisors in education department and send them back at their original positions in schools, added now the trend monitors would be appointed to monitor attendance and performance in all province he directed the authorities. Talking about the role of unions, associations, Secretary Education said that they should refrain from creating disputes, warned that if any union attempted to exert pressure on administrative matters or hurdles, then case will be sent to Anti-Corruption. Provincial Secretary Education Sindh Fazlullah Pechuho committed to quality education will be improved after completion of bio-metric system to monitor the performance in all urban and remote locations in province. He said the monitors will report performance of teachers and other staff in all government schools to ensure the attendance in each every individual school. Secretary Education told this scribe that they have planned each and every aspect and developed a database to support the system that linked to all schools at district level or at provincial level to track their performances and results after monitoring attendance networking the ongoing bio-metric verification he told. He said the education system in Sindh has also been marred with poor coordination between departments and ineffective proper utilization of the budget, so that education department has repeatedly been criticized for taking decisions in isolation and ignoring the ground realities. Now the time has come to achieve the said objectives aimed at correcting its past mistakes he said. According to the reports, there hundreds of schools are without basic amenities including the electricity boundary walls, toilets, drinking water and even non availability of teachers. He said the Bio-metric system can also help to track the performances of Schools employee’s, district officers and Taluka officers to remove all illnesses in education department. There are 46,724 schools in Sindh and over Rs.160 billion budgets to cater for the education department but despite of this overall result is not satisfactory. About 7,461 schools in province are without the buildings and several among 23,241 have no electricity, 23,047 schools have no drinking water and 20,212 are also without toilets reports said. There is heavy corruption declared by the Chief Ministers Inspection Committee, Accountant General Sindh, Secretary Education and other authorities time to time by the media. About billions of rupees misused every year and monthly over half billion (50 crore) corruption declared through fake appointments, bill adjustments, increments, GP funds etc. at various District Accounts Offices of Hyderabad, Larkana, Kamber-Shahdadkot, Shikarpur, Jacobabad, Sukkur, Khairpur, Naushehroferoze, Thatta, Dadu and other parts of province. On the occasion, head of curriculum wing Dr. Fozia, Chairman Sindh Text Board Zakir Hussain, Asghar Memon, Aijaz Shah, Director Schools Education Primary Anwer Ali Khokhar, Director Schools Education elementary Begum Razia Pathan, Gulbahar Magsi and a large number of officials of education department from Larkana, Shikarpur, Jacobabad, Kamber-Shahdadkot and Kandhkot-Kashmore witnessed the event and presented their valuable suggestions regarding the workshop on curriculum framework and management of schools.
